SOUTHERN OREGON CHAPTER
INTERNATIONAL CODE COUNCIL

 
~ MINUTES ~

October 24, 2014 / 12 P.M.
Medford Community Justice Building, 1101 W. Main St. , Medford, OR
 
  1. CALL TO ORDER/INTRODUCTIONS
  • Chapter President, Ted Zuk, called the meeting to order at 12:06 P.M.
  • Members and guests in attendance:  Ted Zuk, Jay Stine, Mark Stevens, Robert Rice,  Tom Venson, Mark Stevenson, Nannette Chase, Greg Seger, Audra Wonsyld, Chad Wiltrout, Chase Browning, Kyle Ward
II.   APPROVAL OF MINUTES
  • Nannette made a motion to approve the September minutes as presented and Greg Seger seconded the motion. Motion passed.
 
III. REPORTS FROM OFFICERS
  • Operating Report – Ted handed out copies of the September 2014 operating report. Current Balance was $3,308.11 with a $42.53 decrease in funds.
 
IV. UNFINISHED BUSINESS
 
  • Continued discussion and First Reading of By-Law changes pursuant to time, and place of future meeting. Medford could not attend Thursdays afternoons on any Thursday of the month. This led to discussion on Tuesdays or Wednesdays. Robert indicated Tuesdays and Thursdays were better days for Josephine County. After much discussion it was agreed for the By-laws to indicate the week of the month the meetings will be held for consistency, but it will be left for the executive board to decide on and set which day of the week preferably a Tuesday or Wednesday. Voted that at least 50% of meetings will be educational. Changes will be made per the discussion and presented for second reading and vote at the next meeting.
  • Chad was there representing City of Medford in regards to the inspector consistency forums. He indicated Sam still wanted one prior to the quarterly meetings for next year which were previously agreed to. Inspectors Code Consistency Interpretation Group, Sam, Jeremy, and John were asked to set up a Web Page Forum. Members, Contractors, Engineers, and Architects are welcome to participate in the code forum. Tuesday afternoons were suggested for code forum meetings. All agreed to this and first forum meeting would be set for November 18th at 2PM.
  • The ICC course selection for our upcoming educational class was narrowed from the list of a four way tie by vote of those present. It was agreed the Means of Egress class would be our first class brought here by a five to four vote. Chad made the motion for means of egress and Tom seconded. Ted would make the arrangements and report back on date and time.
  • The ABM location was discussed. Ted indicated that both Greg and LauraLee had agreed to the concept of having the ABM in their areas. Ted suggested it would kill two birds with one stone in that we would bring our Chapter meetings to outlying areas of our Chapter while showcasing our region for potential speakers. The concept was generally agreed to and after discussion, August was agreed as being kept as the ABM month.
 
V. NEW BUSINESS
 
  • Ted gave an update on the OBOA QBM.
    • Mark Long spoke there and indicated wood frame type V structures could be over five stories, copies of the BCD SB 582 Legislative report from the meeting were handed out to those present, Rose Ann was the new person in charge of enforcement division at BCD. Mark Long also indicated that in the future the code change classes would be charged a cost to jurisdictions.
    • There was discussion at the OBOA QBM that fees would be increased and lead to lively debate. A special meeting to decide was to be called for in December.
  • Education committee chairman was discussed and Jeremy’s name was brought up. He was not in attendance and Ted would contact him about it.
  • Ted gave the report on the Medford Job Fair – it was a success and that Tanner also attended and helped manning a booth.
  • Ted gave a update on the expanded Chapter educational benefits program and also on the changes to the education providers with the “preferred provider program” It would allow more choice to pick from and the Chapter could become a provider also.
 
VI.      CORRESPONDENCE
  • There have been e-mails and we will be getting a new ICC Chapter banner free of charge from ICC.
VII. OPEN DISCUSSION
  • Time was running short and none submitted for discussion.
VIII.     NEXT MEETING
 
Next meeting is Dec. 5, 2014 at the Jackson County Community Justice Building, Medford OR.
 
IX. MEETING ADJOURNED
  • Robert made a motion to close the meeting and Tom seconded the motion. Motion passed. The meeting was adjourned at 1:24 P.M.
